Job Description:
This position will be located on-site in Providence, RI
• U.S. Secret Clearance or ability to obtain a secret clearance
• The Regional Administrator (RA) is the primary support mechanism for the region's Air national Guard (ANG) installations as it relates to garrison geospatial data functions, standards, processes and procedures.
• The RA provides technical GIS and GPS technology training according to the ANG Geo Integration Office (GIO) training schedule.
• The RA serves as the primary GIS and GPS technical support point of contact for the region's installations.
• The RA will assist client personnel with data quality control and contract guidance as it relates to the generation of geospatial data.

The RA assists the installations with data QA/QC. The RA also works with the ANG GIO Garrison Manager to ensure the enterprise is positioned properly to support the installation level GeoBase efforts.
The RA enables the installations to meet all ANG GeoBase requirements in relation to creating & maintaining geospatial data.
• The RA assists in the development of both program policies and guidance as well as various training materials and program documentation.
• Identify, contact, establish, and maintain good working relationships with key resources at the ANG bases within the respective region.
• Provide guidance and coordinate all GeoBase activities at the bases within the respective ANG GeoBase region.
• Provide guidance to and coordinate with the HQ ANG Garrison GeoBase Manager
• Represent the ANG GeoBase program at various meetings, working groups, technical sessions
• Act as technical support for GIS and GPS hardware and software
• In coordination with the Training Sub-committee, develop, update, and maintain the training curriculum, syllabus, and other training materials in order to meet training objectives
• Maintain and continually improve GPS and GIS skills to a subject matter expert level.
• Work with the Training Administrator to coordinate training for ANG Units.
• Provide lessons learned to the Operations group along with recommended changes, additions, or deletions to the training curriculum and supporting materials.
• Promote the principles of Garrison GeoBase and provide guidance and consulting support to regional ANG bases in the collection, storage, delivery, and integration of geospatial data.
• Maintain and guide inventory of deployable GeoBase assets
• Coordinate/develop/deliver modular computer based training program to Functional Data Stewards
• Communicate new guidance and policy updates to regional ANG units
• Provide education/consultation to Regional Functional Communities
• Promote and disseminate ANG GIO policies and procedures for the acquisition, development, and maintenance of geospatial data
• Acquire, process, and integrate various forms of geospatial data into GeoBase standards
• Coordinate and manage base-level GIS projects to ensure GeoBase compliancy
• Provide coordination for data sharing and visualization between ANG bases, State level NGB Joint Operations Commands and ANG CAT.
• Provide direct support to Garrison Manager and Capabilities Architect with regards to CIP and MDS data maintenance and distribution/visibility.
• Perform various data loading within RDBMS, SDE solutions.
• Create external databases as needed to facilitate data distribution/visibility and operate as data "gatekeeper" between the base and all other organizations/agencies.
• Operates as the lead for the QA/QC processes to ensure data standard compliancy and consistency across all bases within the region.
This position could be filled at various locations to include Providence RI (BOS), Minneapolis, MN, Washington DC, Santa Ana, CA, Albuquerque NM, Savannah, GA

Basic Qualifications:
• BA/BS in Geography, Computer Science, Management Science, Planning
• 4 years of experience with Information Technologies including GIS
• Experience with Trimble GPS equipment
• ESRI GIS software 9. or higher
• RDBMS
• SDE solutions
• Data standards
• Microsoft office
Preferred Qualifications:

• 6 years of experience with Information Technologies including 4 years with GIS
• May be specialist in a technical area such as photogrammetry, or remote sensing/image processing.
• Technical Problem Solving (experienced addressing a variety of hardware and software malfunctions).
• Knowledge of relational database theory and application. Understanding of particular business functional area/areas and appropriate GIS applications. Working knowledge of SDSFIE.
• Previous working experience with the USAF GeoBase program or other relevant DoD GIS programs.
• Familiar with the US military, preferably USAF.
• Familiar with other Federal agencies and their geospatial programs (DoD, FEMA, DHS, etc.).
• Familiar with ANG.
• Self-motivated
• Ability to work in a fast paced environment without supervision
• Strong written and verbal communication skills
• Strong leadership, coordination, and mentoring skills
